Solid state of  does not conduct electricity. In order to conduct electricity the compound must contain mobile ions which are electrically charged. In solid state sodium chloride is a neutral compound and the electrically charged ions are bound together by ionic bonds. Hence due to the absence of charged ions  does not conduct electricity in solid state.
