Sunspots appear darker than their surrounding because it is cooler than their surroundings due to intense magnetic fields in them. Since darkest regions have largest magnetic fields and coolest temperature.

In a Solar Eclipse, the Moon blocks the light from the photosphere. Since photosphere is much brighter than the outer parts of the sun’s atmosphere so we can only see chromosphere and corona light coming from it.  

The sun and cool plasma present on the surface of the sun on the photosphere. This drops the temperature of the plasma in the sunspots. Hence they do emit light.
