A bimolecular elimination reaction is a single step (concerted) process and involves no intermediate. Rate law tells us that alkyl halide and base are both involved in the transition state of the rate determining step of the reaction. Because the rate determining step involves both alkyl halide and base, increasing the concentration of the base increases the rate of the reaction. Thus,  reaction is follows second order kinetics.
