Why is a tapered water glass with a narrow base easier to tip over than a glass with straight sides? Does it matter whether the glass is full or empty?

Solution 17DQ

A tapered narrow glass has its center of gravity towards its upside, because its bottom portion is relatively narrower than  the upper portion.. When the glass is full the center of gravity moves even further up. Therefore, it may be unstable because of such a high location of the center of gravity and tends to tip over.
