Initially, when the balloon is blown up with air, the mass will flow in, this mass which is flowing in will have a flow work along with it.

When the balloon expands, the gas inside the balloon will do boundary work on the inner surface of the balloon. The outer surface of the balloon will do a smaller boundary work on to the atmosphere.
