Yes, the acre-feet are quite a good way to measure precipitation levels because it indicates the acres of land covered by one foot of water and hence provides a large measure to indicate the rainfall level. It is far better than the smaller units like gallons/litres as they would redundantly and unnecessarily provide too precise estimates.
