Amines can undergo a reaction called the Hofmann elimination. Since amines are usually good nucleophiles and methyl iodide is a very powerful electrophile, reaction between the two rapidly leads to a fully methylated (positively-charged) ammonium group. A mild base such as silver oxide in water can then promote an elimination reaction, using the positively-charged amine as a leaving group, forming an alkene.
