What is the net force on a cart that is pulled to the right with 100 pounds and to the left with 30 pounds?

Introduction

If a cart is pulled to left and right by using objects having mass, a net force will act upon it. If we know the masses of objects, it is easy to calculate magnitude of the net force acting upon it. If the places of masses have specified, we can propose the direction in which the cart will move.

Explaining the condition by using a diagram

This is the case which is provided in the problem.

Here, 30 pounds weight is trying to pull the cart towards left and 100 pounds weight is trying to pull the cart towards the right.

But, there will be a force acting upon the cart downwards due to the gravitational force and it is given as, F = mg

Where, m - mass of the cart and g - acceleration due to gravity.

The cart is not going downwards and it is supported by the surface always. It means that, the gravitational force towards downward is balanced by an upward normal force exerted by the surface on the cart. So, it will get cancel out each other. That is, the gravitational force and normal force are balanced.
