The parent chain has four carbon atoms with the alcoholic group hence, the name of the parent chain is  butanol. Next, numbering the parent chain , functional groups get high priority and lowest possible number.

Thus, -OH group is at second carbon atom and the phenyl group is at second carbon.

                                               

Therefore, the name of the compound will be 2 - phenylbutan2-ol.
