Here, we are asked to state how many σ bond orbitals are available for overlap with the vacant p orbital in the methyl cation.

The availability of the σ bond orbitals for overlap with the vacant p orbitals depends upon the carbon atom that is adjacent to the positively charged carbon atom. The methyl cation does not have a carbon atom adjacent to the positively charged carbon atom. Hence, there are zero σ bond orbitals or no σ bond orbitals that are available for overlapping with the vacant p orbital.
